세계 파킨슨병 서약 Global Parkinson's Pledge
우리는 세계 파킨슨병 공동체의 일원으로 서명하고자 합니다.
· 파킨슨병을 조사하고, 또 이 병과 관련된 쟁점들을 토론하기 위해 늘 모였듯이, 파킨슨병 환자와 보호자, 과학자들과 보건전문가들, 공식 비정부기구 등 광범위하고 다양한 그룹들이 하나로 모여서 이뤄낸 2010 세계파킨슨병 총회의 성과를 환영합니다.
· 세계보건기구(WHO)의 파킨슨병 실무협의단이 1997년 5월 26, 27일에 스위스 제네바에서 발의하고, 이 후에 WHO의 6개 지역 대표가 서명한 '파킨슨병에 대한 세계선언문'의 중요성과 독창성에 대해서 존경과 함께 감사를 표합니다.

· 정부와 사설 기금이 (i) 치료제를 개발하는 기술을 지지하고, (ii) 오늘날 가능한한 최선의 삶의 질을 가진 상태로 파킨슨병과 투쟁 하는 사람들에게 확신을 줄 수 있는 간호법을 제공한다는 책무에 서명하도록 도울 것을 그들에게 요구하는 것을 포함해서, '세계선언문'이 전세계 파킨슨병 공동체의 열망을 한 단계 높이는데 단단한 기초를 제공한다고 믿습니다.
· 파킨슨병은 오늘날 세계에서 가장 사람을 쇠약하게 만들며, 사회적으로 격리시키고, 비용이 많이 드는 퇴행성 신경질환중의 하나입니다. 환자들은 이동할 때 어려움울 많이 겪고 있고, 병이 진행됨에 따라 다른 기능도 나빠진다는 것을 잘 인식하고 있습니다.
· 파킨슨병이 개인에게, 가족에게, 공동체에게, 그리고 국가에게 사회적 경제적 비용의 증대를 야기시키고, 세계인구가 노령화되면 필연적으로 이 비용은 다가오는 몇10년 동안 더 늘어나리라는 걸 잘 압니다.
· 우리는 지금까지 이루어낸 과학적 개가와 더불어서 앞으로 몇년 동안 신경과학분야에 투자를 늘림으로서 가능한 장래의 발전이 파킨슨병을 관리하는 방식을 의미있게 개선하는 근거가 될 뿐 아니라 또한 치료제에 대한 전망을 높여 줄 근거가 될 것이라고 믿습니다.
그러므로 우리는 정부, UN 보건기구, 그리고 세계만방의 환자중심 비정부기구 (NGO)들에게 다음과 같이 요청드리는 바입니다.
· 첫째, 파킨슨병의 발병원인을 확인하고, 증상치료와 질병완화치료를 보장하며, 궁극적으로는 치료제를 찾기 위해서 기초신경과학과 응용신경과학, 특히 파킨슨병의 과학을 진척시키는 데에 더욱 투자를 늘리십시오.
· 둘째, 학교, 연구기관, 산업분야 간의 협동과 혁신을 크게 장려해 주십시오. 그래야 투자받은 돈이 효과적으로 사용되고, 과학적 개가들이 이용가능한 치료방법으로 빨리 바뀔 것입니다.
· 셋째, 파킨슨병 환자, 가족과 보호자들이 파킨슨병 공동체에 적극적으로 개입해서, 그들의 특별한 지식과 경험, 그리고 절박한 심정을 전세계의 파킨슨병 의제에 적용하고 기여하도록 그들을 격려하고 교육시키십시오.
· 넷째, 만성 퇴행성 신경질환을 앓고 있는 환자들과 가족, 보호자들의 욕구를 더 잘 이해하기 위해서, 그리고 치료하고 보살피고 후원하는 통합적인 시스템으로 강화하기 위해서, 정부, 관리당국, 비정부기구(NGO)와 다른 기관들을 포함하여 입수가능한 모든 자원을 사용하십시오.
· 다섯째, 새로 부상하는 나라들의 상황에 주목하고 지원을 부탁합니다· 그 곳에선 파킨슨병같은 만성적인 질환을 앓는 사람들의 욕구보다는 다른 질병과 사회적 필요로 자주 대치되고 있으며, 입수가능한 자원들이 아주 초보단계이거나 작업하기에 불충분합니다.
덧붙여서. 우리는 2차 세계파킨슨총회에서 이루어낸 기념비적인 성과를 기리면서 전지구적인 파킨슨 운동을 벌이는데 전념하려고 합니다. 이 운동은 우선적으로 고려할 건강문제로서 파킨슨병을 사회적 경제적 문제로 올릴 것입니다. 그 첫 단계로 전세계 파킨슨 관련 비정부기구들 사이에 협동과 연대를 증진시키기 위한 '세계 파킨슨병 커뮤니케이션스 넷웍'을 출범합니다.
We, the undersigned members of the global Parkinson’s community:
· welcome the accomplishment of the WPC 2010 in bringing together one of the largest and most diverse groups of people with Parkinson’s and caregivers, scientists and other health professionals, official and non-governmental organizations (NGOs), ever convened to discuss and investigate Parkinson’s disease and the issues related to living with Parkinson’s;
· acknowledge with respect and gratitude the importance and originality of the Global Declaration on Parkinson’s Disease, initiated in Geneva, Switzerland on May 26-27, 1997 by the World Health Organization’s Working Group on Parkinson’s Disease , later signed by representatives of the WHO’s six regions;
· believe that the Global Declaration provides a solid basis upon which to build additional levels of aspiration for the Parkinson’s community around the world, including calling on governments and private funding institutions to help underwrite the commitments of (i) supporting the science that will lead us to the cure; and (ii) providing the care that will assure those who battle Parkinson’s today with the best possible quality of life;
· recognize that Parkinson’s is one of the most debilitating, socially disruptive and costly neurodegenerative conditions in the world today, and that those who live with it face serious challenges with movement and other functions which worsen as the condition progresses;
· know that Parkinson’s presents huge social and economic costs for individuals, families, communities, and nations – costs that will inevitably rise during the coming decades as the world’s population ages;
· believe that the scientific advances achieved to date, and the further advances that will be made possible by increased investments in neuroscience over the next several years, will provide the basis both for significant improvement in the management of Parkinson’s, and for significant strengthening of our prospects for a cure.
We therefore call upon governments, health agencies of the United Nations system, and patient-oriented non-governmental organizations (NGOs) throughout the world to:
· increase investments in advancing basic and applied neuroscience, and the science of Parkinson’s in particular, to identify its cause(s); to secure improved treatments, both symptomatic and disease-modifying; and, ultimately, to find its cure;
· actively encourage innovation and collaboration among academic and research institutions and the commercial sector, so that invested money is used effectively and scientific advances are rapidly translated into available therapies;
· encourage and educate people with Parkinson’s, family members and caregivers to become actively involved in the Parkinson’s community and to contribute and apply their specific knowledge, experience and sense of urgency to the worldwide Parkinson’s agenda;
· use all available resources – including government, regulatory authorities, NGOs and other organizations – to better understand the needs of people who live with chronic, degenerative, neurological conditions and their family members and caregivers, and to use that knowledge to strengthen and improve integrated systems of treatment, care and support;
· invest special attention and resources to the condition of emerging countries, where the needs of people with chronic conditions such as Parkinson’s are often superseded by competing health and social needs, and where available resources are too often rudimentary and inadequate to the task.
Furthermore, we celebrate the momentum created by the second World Parkinson Congress and commit ourselves to working together to build a global Parkinson’s movement, designed to elevate Parkinson’s disease as a priority health, social and economic issue around the world. As a first step, we launch a global Parkinson’s communications network to increase collaboration and connectivity among Parkinson’s-related NGOs around the world.
